Regulation (EU) 2025/40 on packaging sets phased obligations. Limits on PFAS in food packaging have applied since 12 August 2026, and reuse targets take effect in 2030.
PFAS in food packaging
Since 12 August 2026, food contact packaging must not exceed certain PFAS thresholds: 25 parts per billion for a targeted substance, 250 for the sum of targeted substances, and 50 parts per million including polymeric PFAS.
Packaging manufacturers and food brands must review their materials and, where necessary, switch solutions.
Reuse: targeted objectives
The regulation sets reuse targets for certain formats, including 40% by 2030 for the transport packaging listed in the text. This does not apply to all packaging: the text provides for exceptions, particularly for certain dangerous goods and large bespoke machinery.
Flows between sites belonging to the same company and between operators in the same country follow different rules.
Recyclability
Packaging will need to be designed for recycling. The criteria will be specified in implementing acts, with evidence required by 1 January 2030 or 18 months after the method is published, whichever is later.
What this changes for suppliers
Brands are reviewing their packaging now. Manufacturers of materials, reusable packaging, packaging lines and deposit return solutions have a two to four-year window to position themselves with packaging and procurement managers.
